1. Event Background In recent years, cybercrime and online fraud tactics have continuously evolved. Traditional application-layer defense mechanisms often face slow response times and cross-border law enforcement bottlenecks. Utilizing DNS-level Response Policy Zone (RPZ) interception technology to "stop resolving" malicious domains—following legal administrative sanctions or court rulings—has become a key frontline defense to block illegal websites.

In 2025 (ROC Year 114), the Ministry of Digital Affairs (moda) formulated the Reference Procedures for Stopping Resolution of Illegal Websites Using the DNS RPZ Self-Regulation Mechanism, approved by the Executive Yuan to establish a standardized workflow. Once competent authorities confirm an illegal website, they may legally instruct Internet Access Service Providers (IASPs) to suspend resolution or restrict access, with the Taiwan Network Information Center (TWNIC) coordinating participating providers to execute the measures jointly.

2. Key Themes The seminar will explore both "Policy & Regulations" and "Technical Practices":

• Technical Architecture & Practice: Analyzing the operational principles, technical architecture, and standardized execution workflows of DNS RPZ.

• Governance & Human Rights Protection: Following multistakeholder governance principles, exploring how to strike a balance between combating crime and safeguarding procedural justice, proportionality, legal clarity, and digital human rights (freedom of online speech).
