The "Academic Year 114 Yunlin County Green-Collar Talent Cultivation Program in Response to Climate Change" was launched by National Formosa University on 9/24 (Wednesday). Hosted by the Yunlin County Government and co-organized by NFU's Office of Sustainable Development and Social Responsibility, both parties are jointly training green-collar talent, using systematic training to strengthen the professional capabilities that county government personnel need in order to address climate change and guide local industries toward a low-carbon transformation.
NFU has been advancing campus greenhouse gas inventory efforts since 2023, and to date has cultivated more than 50 professionals in carbon inventory and greenhouse gas verification, accumulating rich practical experience. This program is expected to train 70 professionals, covering personnel from various departments and bureaus of the Yunlin County Government, in order to build the human resource foundation Yunlin County needs to move toward net-zero transformation.
The four-day course is taught by Distinguished Professor You Hsin-Ho of NFU's Department of Biotechnology, Professor Lin Chia-Hua of the Department of Biotechnology and Director of the Office of Sustainable Development, and Assistant Instructor Wang Wen-Cheng of the Office of Sustainable Development, together with professional instructors certified by the IPC (International Personnel Certification Association). The course focuses on instruction toward two major international standard certifications: "ISO 14064-1 Greenhouse Gas Inventory Lead Verifier" and "ISO 14067 Product Carbon Footprint Lead Verifier." The training combines both theory and practice, emphasizing alignment with global trends, helping build local industries' capacity to respond to international carbon disclosure regulations. Following the training, participants will also be assisted in obtaining international certification.
The "ISO 14064-1 Greenhouse Gas Inventory Lead Verifier" course focuses on reviewing domestic and international trends, identifying emission sources, and practicing calculations, helping participants become familiar with organizational-level carbon inventory procedures, along with mock reviews and exams. The "ISO 14067 Product Carbon Footprint Lead Verifier" course, meanwhile, uses Life Cycle Assessment (LCA), Product Category Rules (PCR), and inventory data exercises to cultivate talent with the ability to manage and inventory product carbon footprints.
Lin Chia-Hua, Director of NFU's Office of Sustainable Development, stated that amid the challenges of climate change, cultivating professional talent is the cornerstone of progress toward net-zero. NFU will continue to partner with local communities and industries to help strengthen local carbon management capacity and promote the sustainable competitiveness of local industries. Going forward, the university will also continue to expand its sustainability partnerships through training programs, outcome showcases, and outreach activities.
Li Ming-Yueh, Director of the Yunlin County Government's Department of Planning, spoke to the importance of climate action and sustainability talent cultivation, and conveyed the county government's hope to deepen public-private collaboration and advance the climate governance system, so that Yunlin can be better equipped with the professional capacity and sustainable resilience needed to face the challenges of climate change, moving toward the vision of becoming a net-zero, sustainable city.
